This picture shows tombstones and crosses with factories in the background of the photo. Yes, this photo can be considered art first of all because anything that is captured is a work of art. Secondly this uses rule of thirds which is a form of art. I think that the picture means the work conditions back then in the factories were awful and lead to death because the owners did not take care of the employes and let them suffer in the bad working conditions.
